It's possible these are banded carnelian gemstones. As the title states the set dates back to the Victorian period, roughly the 1880s. The backs are fold over wingback style. This is a style you may not be used to. They have the wing-back mechanisms and will hold the flaps of your cuffs tight. The set was manufactured in the 1880s.
The metal would be gold filled and square inlaid stone tiles that are semi transparent. Wear on these would be indicative to their 140 years of age.
